Subject: Formal Complaint: Systemic Neglect, Bias, and Operational Failures in Flagstaff Emergency Shelter Operations

Honorable Mayor and Flagstaff City Council,

My name is Joshua Jacob Cooley. I am writing to you today as a resident of Flagstaff to formally document severe grievances regarding civil rights violations, systemic neglect, and detrimental operational failures occurring within local emergency shelter facilities.

As an individual navigating severe cognitive and physical challenges resulting from previous traumas—including being struck by a semi-truck and an F-150—and currently experiencing homelessness, I rely on these emergency services for basic human stability. Instead, the current environment actively harms the well-being of vulnerable residents.

I am submitting this formal complaint to demand an immediate investigation into the following violations:

Theft and Lack of Security for Belongings: There is a systemic failure to protect the basic personal property of residents. The lack of secure storage and adequate oversight has resulted in the rampant theft of essential belongings, including items critical to daily survival and cognitive support, without any accountability or corrective action from staff.

Racially Motivated and Prejudiced Staff Decisions: Shelter staff have repeatedly executed negative administrative and operational decisions that are visibly influenced by racial bias. As a white male, I have directly experienced and witnessed arbitrary enforcement of rules, discriminatory treatment, and retaliatory actions by personnel that directly compromise the emotional and physical well-being of residents.

Severe Deficiencies in Housing and Rehabilitation Support: The facility is failing its core mandate to help individuals transition out of crisis. There is an egregious absence of functional case management, structured support for securing stable housing, and accessible resources for drug and alcohol rehabilitation. Vulnerable individuals are essentially being warehoused rather than given the rehabilitation pathways required to rebuild their lives.

Failure of Care and Accommodations: The operational environment consistently ignores basic accessibility needs, showing a complete disregard for individuals with documented cognitive impairments, physical disabilities, and severe PTSD. The hostility and chaotic management structure further exacerbate these medical conditions.

The conditions at this center represent a profound breakdown of municipal oversight, civil rights protections, and basic human decency. I demand that the Flagstaff City Council take immediate administrative action to investigate these staff behaviors, review facility security protocols, and audit the delivery of rehabilitation and housing services.

Thank you for your immediate attention to this critical matter.

Sincerely,

Joshua Jacob Cooley
